Water bottling approval: Why did Sage not recuse herself?

The Greens' Eugenie Sage says her hands were tied when she gave approval for a Chinese water bottling company to expand. The Green party has campaigned hard on banning new water bottling consents and putting a charge on water exports. The Land Information Minister says there was nothing she could legally do but give her approval in this particular instance. But in other environmental cases, she declared a conflict of interest due to her previous activism. Why not this time? Eugenie Sage tells Guyon Espiner she weighed the benefits and was simply doing her duty as a Minister.
