Joey Rapana and his daughter Kailyn, 16. Joey has been coming to Waitangi all his life and says it's the biggest he's seen since 1990. He normally paddles in the waka parade but this year he feels the hikoi is more important. He wants to show his concern about what he sees as government moves to diminish te reo.
