Fishing boats wriggling out of onboard observers

Some fishing boat skippers are refusing to allow observers on their boats to monitor their fishing practices. Ministry for Primary Industries observers are a legal requirement and collect information on board commercial vessels to prevent over fishing or accidental by-catch of threatened species. Forest and Bird's chief executive, Kevin Hague, says there were 50 cases of avoidance in the18 months until February. MPI's manager of inshore fisheries is Steve Halley. He talks to Guyon Espiner.
