Heavy drinkers fail to pay costs
Twenty percent of New Zealanders are heavy drinkers who are responsible for drinking three quarters of the country's alcohol, yet they aren't paying the costs of cleaning up their mess. That was one of the sobering messages delivered at a conference in Wellington organised by Alcohol Action and Massey University's Shore and Whariki Research Centre, which looked at who should pay for the harm alcohol causes.
