Tauranga homeless, begging ban not a solution - Salvation Army

The Salvation Army says a ban on beggars and rough sleepers in Tauranga won't solve the problem but just move it elsewhere. The Tauranga City Council has narrowly passed a bylaw banning begging and rough sleeping within five metres of shops and cafes. It will take effect from April next year and will cover the central business districts of Tauranga, Mount Maunganui and Greerton. Alan Johnson is a social policy analyst for the Salvation Army.
