Strong labour market behind low tertiary turnout - Hipkins

National says the government's no-fees policy for tertiary students was an election bribe that's turned out to be a complete failure. Tertiary education spokesperson, Paula Bennett, says Education Minister Chris Hipkins' own figures show there are now 2400 fewer students in tertiary education and training than a year ago. Guyon Espiner talks to Mr Hipkins. He is defending the policy, and says the low take up is because employment is high.
