Sally Casswell, Ross Bell discuss mental health, alcohol

This week's Inquiry into Mental Health and Addiction has singled out alcohol as a major problem. The panel suggested raising the minimum age for buying alcohol and increasing the price through more taxes. But they are taking a different approach when it comes to drugs - suggesting the government decriminalise personal drug use and instead introduce civil fines and treatment options. Sally Casswell is a Professor of Public Health and Social Research at Massey University, and Ross Bell is the executive director of the Drug Foundation. They discuss the issues with Guyon Espiner.
