DOC 'over the top' on Cape Kidnappers slip - tourism operator

A former tourist business owner in Hawke's Bay is accusing the Conservation Department of an 'over-the-top' reaction to safety at Cape Kidnappers. Two tourists were seriously injured by a massive slip while walking to the cape's gannet colony last month. It's emerged the department was warned a decade ago the cliffs posed an unacceptable risk to beach users. A Hastings district councillor who used to own Gannet Beach Adventures, Rod Heaps, speaks to Philippa Tolley.
