World grapples with migrant ISIS fighters

New Zealand is not the only country grappling with what to do with returning Isis fighters. Last month US President Donald Trump told the EU it must take back its 800 Isis fighters captured in Syria and put them on trial. The United Kingdom, the Netherlands, and France are also weighing up what to do with returning fighters. The BBC's security correspondent Frank Gardner told Gyles Beckford that Western governments had left it until the eleventh hour to deal with the problem.
