Can Whangarei cope with the Hundertwasser hordes?

Contractors have completed $3 million worth of foundation work for Whangarei's Hundertwasser building. The $30 million project will open in 2021 - bringing a projected 200,000 visitors a year to the city. But will Whangarei be ready for them?
