NZ drivers rack up $10m in unpaid toll fees

New Zealanders owe almost ten million dollars in unpaid tolls and administration fees for travelling on the country's three toll roads. Critics of toll roads say this staggering sum shows they don't work. But the Transport Agency insists it is happy with overall compliance rates.
