Does NZ need tougher surveillance laws after mosque attacks?

New Zealand is heading for a fresh debate on whether it needs tougher surveillance laws in the wake of the Christchurch terror attack. A Royal Commission into the massacre will investigate whether security agencies could or should have known more ahead of the shootings. National's leader Simon Bridges says the laws are too lax, but the Prime Minister won't be drawn on whether she'll beef them up. Our political reporter Craig McCulloch has compiled this report.
