The Government's zero fees scheme for tertiary study appears to have done little to encourage more students to hit the books. A survey by Canterbury University researchers has found less than six percent of students said they wouldn't be at university without the policy. A third of the thousand students surveyed said they were influenced by the policy -- and those students were more likely to drop out and had poorer academic results. National's Tertiary education spokesperson Shane Reti told mearlier that the survey was a wate of money.
