Operation Burnham Inquiry: Rules of Engagement breached - Hager

The inquiry into Operation Burnham in Afghanistan has heard two different accounts about the Rules of Engagement.

The inquiry is investigating allegations in the book, Hit and Run, that six civilians were killed in Afghanistan during a New Zealand-led raid in 2010, and the military covered up what happened.

Two days of public hearings have wrapped up in Wellington. On Thursday, Hit and Run's co-author, Nicky Hager, went through one by one the five attacks he claim happened in 2010.

He directed the inquiry to an order from United States' commander, General David Petraeus, who at the time said "the commander approving the strike must determine that no civilians are present".

Mr Hager said most - if not all - attacks appear to have breached that.
