Just 16 kilometres of median barrier was installed on roads last year raising questions about the government's ambitious plan to roll out 198km by the middle of 2021.
Associate Transport Minister Julie Anne Genter is still confident it can be done on time but critics say it's been a slow start to get the life-saving barriers in place.
