It would cost a small time cultivator between $14,000 and almost $17,000 to apply for a cultivation license initially.
They would then be required to renew this every year, at between $11,000 and $13,000.
Hikurangi Cannabis Company chief executive Manu Caddie told RNZ's Meriana Johnsen that the calculations are based off estimates that are too low.
