The Interim Climate Change Committee wants farmers to start paying the cut price rate from 2025.
But farming groups have put forward an alternative proposal - to research new technologies to lower emissions, funded through levies they already pay to federated farmers, Dairy NZ and Beef and Lamb New Zealand.
