It's been revealed a quarter of councillors at the Christchurch City Council were against their new chief executive's salary and three voted against her appointment.
Dawn Baxendale will be paid just under $500,000 which is $100,000 more than her predecessor.
Mrs Baxendale is currently the chief executive of Birmingham City Council in England.
