A coroner has ruled that the death of a toddler in Invercargill was not an accident.
However it is likely no-one will be held criminally responsible.
In findings released today, Coroner Brigitte Windley said Bea Marguerita Daleon, who was two and a half years old, died from a blunt force head injury.
She said on the balance of probabilities it was likely the injury was inflicted while the child was in the care of her babysitter and it was not accidental.
The child suffered seizures and was admitted to Southland Hospital in April 2012, where it was found she had a fractured skull.
A murder charge was laid over the child's death, but Coroner Windley said the babysitter has moved to a country without an extradition treaty with New Zealand, meaning the charges may never be heard in court.
