Emergency services were called to the building in Thorndon just after 3pm this afternoon.

A police spokesperson said the substance has been isolated and will be subject to further testing and it is not thought to be of any further risk.

The police will continue to make enquiries.

This afternoon Prime Minister Jacinda Ardern has announced that there will be a Royal Commission of Inquiry into security agencies following the Christchurch terrorist attacks that killed 50 people.
