A report from the Hutt City Council has revealed its emergency managers had to rely solely on a map on the wall to record information during flooding of the city in May.

An elderly man died in the deluge across the region, and several homes, businesses and roads were seriously flooded.
The internal report finds that the council coped reasonably well, but points out communication and operational problems including the limited use of its IT system.
The council's acting chief executive, Bruce Sherlock, told Checkpoint it would learn from the experience.
"All of those IT systems across the region in fact are being upgraded so that they're all standardised across the region, and in future events we'll be able to respond even better," he said.
"But, as I say, it didn't stop the information getting to the important people and that's the contractors and staff who were out on the roads and clearing up the flooding."
Mr Sherlock said, overall, the emergency response had gone well.
The storm caused widespread damage across the wider Wellington region in May.
