Five councils in Hawke's Bay will meet this week to vote on a cost sharing deal to buy out cyclone damaged homes at high risk of being flooded again.
The details of the agreement are not yet known, but Napier mayor Kirsten Wise has described it as a "take it or leave it" offer by the government.
