The buyout of nearly 300 cyclone-wrecked Hawke's Bay homes that are too unsafe to live in will kick off by the end of the month.
The regional council told homeowners on Tuesday their 'provisional' category 3 status is now 'final', and local councils will soon present buyout offers.
But more than a thousand others are still stuck in the mud waiting for the council to hash out whether flood protection measures can save their homes.
