Organisational psychologist John Eatwell says bringing in charging on its own won't be enough to get people out of their cars.
This after Auckland Mayor Wayne Brown pushed for a congestion charge to get people off the motorways during morning traffic peak.
Auckland council will meet on Thursday to discuss its introduction.
