Green candidate Geordie Rogers has come from behind to win the Wellington City Council by-election for the Pukehinau/Lambton ward.
Seen as a test of the Green led council's performance, Rogers won the seat 45 votes ahead of the winner on the night Karl Tiefenbacher.
Tiefenbacher is considering applying to the District Court for a recount.
Just 25 percent of enrolled people voted in the by-election.
