One of Labour's flagship policies was giving university students and trainees free-fees this year, but many questioned whether they would treat study seriously if they didn't have to pay for it. Max Towle and videographer Luke McPake visited Lincoln High School and Otago University to gauge what effect, if any, the policy has had on how rangatahi study.
