A former Worksafe investigator says the inquiry into the fatal school caving trip in Whangarei will focus on why it went ahead despite heavy rain and thunderstorm warnings.
One Whangarei Boys High student died on Tuesday when his outdoor education group became trapped in Abbey Caves - 14 others and two adults got out.
Worksafe is now investigating but won't talk about what it's doing.
