The National Party says climate change and resilience needs to become a primary focus when funding decisions are made in the transport sector.
Waka Kotahi's National Resilience Programme Business Case shows it hasn't been factoring climate change and the need for resilience into many of its transport projects.
And the agency is said to be swamped by the need to respond to crises.
National Party transport spokesperson Simeon Brown says some routes may need to be abandoned due to climate risks, but significant freight routes are an exception.
