Eight months before the Loafers Lodge fire, Wellington City Council was warned it wasn't completing enough fire safety checks.
The Ministry of Business Innovation and Employment (MBIE) found the council was auditing 3% of buildings a year, when it should have been at least 20%.
MBIE told the council in September it should do its most frequent on-site audits of the highest risk buildings, and explicitly mentioned 'budget accommodation'.
Both the Wellington Mayor, Tory Whanau, and Wellington City Council chief executive, Barbara McKerrow, declined to be interviewed this morning.
