National has criticised the Government's latest storm and cyclone recovery plan, saying there are more questions than answers.
The Government has announced a joint initiative with councils to buy out property owners unable to rebuild because their land isn't safe.
There will also be funding for flood mitigation and protection work, needed before others can rebuild.
But council funding has yet to be negotiated, as people wait to see if they'll be able to rebuild.
National's Cyclone Recovery spokesperson Chris Penk says the future for many looks as uncertain as ever.
