Thousands of people in emergency housing motels are without higher fire safety protections, despite Cabinet promises six months ago to set standards for the first time.
The government - which was advised it lacked "any formal power" to tell moteliers what to do - agreed last December to introduce the standards.
But that is still to come - and a council at the emergency council epicentre has also been left waiting as it tries to boost its powers over motels.
