Doctors are giving Te Whatu Ora a fail mark for its first year but say it is now showing glimmers of promise.
Tomorrow marks a year since 20 district health boards were abolished and replaced with Te Whatu Ora to try to stop big differences in care, depending on where people live.
Its the biggest employer in the country but those workers say they're seeing very little change.
