Businesses are pocketing thousands of dollars in government subsidies for apprentices who are not doing any credits for their qualification.
Sector insiders say some firms are rorting the system while others are just bad at training their workers.
Official figures show a third of apprentices completed no credits last year but in industries such as building the number was much higher.
