The Ministry of Social Development has confirmed the City Garden Lodge in Parnell was not being used as emergency accommodation.
Ten people were evacuated from the building at around 4:30 Sunday afternoon with large flames visible and thick black smoke billowing across the suburb.
At its peak 16 fire appliances helped to bring the blaze under control.
